the 11th meeting of the standing committee of the 14th national people's congress will be held in beijing from september 10 to 13. the paper noted that in october 2023, the 6th meeting of the standing committee of the 14th national people's congress held its first review of the draft amendment to the law on the prevention and control of infectious diseases. wang xiang introduced that, based on opinions from all parties, the second review draft of the revised draft submitted to this standing committee meeting for review is proposed to make the following major revisions: first, improve the classification of infectious diseases, and clarify that other infectious diseases such as sudden infectious diseases of unknown causes are infectious diseases stipulated in this law. second, improve monitoring, reporting and early warning regulations. third, improve the implementation procedures for isolation treatment and medical observation measures. fourth, improve epidemic control measures and strictly limit the applicable conditions of relevant measures. fifth, do a good job in connecting with relevant legal provisions.

how does the second draft of the revised law on the prevention and control of infectious diseases deal with the coordination and connection with the draft law on responding to public health emergencies, the frontier health quarantine law, the law on responding to emergencies, and other laws to ensure coordination and consistency among the laws? wang xiang said that the current prevention and control of infectious diseases involves multiple laws, and a joint force is formed from the legal system to prevent and resolve public health risks. it is necessary to do a good job in connecting the revision of the law on the prevention and control of infectious diseases with the current relevant legal provisions.

to this end, the second draft of the revised draft is proposed to make the following changes: first, it is clarified that if a major infectious disease epidemic occurs and constitutes a public health emergency, the state council and local people's governments at or above the county level shall establish an emergency command organization and initiate an emergency response in accordance with the provisions of the law on response to public health emergencies. second, it is clarified that for the response to public health emergencies in the prevention and control of infectious diseases, if this law does not provide for it, the provisions of relevant laws and administrative regulations such as the law on response to public health emergencies shall apply. at the same time, the revised law on response to emergencies and the law on frontier health and quarantine also provide for the connection with relevant laws such as the law on prevention and control of infectious diseases.

"in the next step, we will continue to revise and improve the provisions of the relevant draft laws based on the review opinions of the standing committee members and opinions from all parties to ensure consistency between the laws," said wang xiang.
